EXPERIENCE
Palm Desert Development Company (PDDC) was founded in 1979 by Danavon Horn, a second generation developer. Over our 31 year history, PDDC has developed over 2,000 single family homes in Riverside County and has been successful in obtaining Low-Income Housing Tax Credits to develop 15 affordable multi-family communities (13 family and 2 senior ), which total 1,289 units. PDDC’s commitment to asset management is a high priority as we are a long-term owner with the stated mission of holding our properties in perpetuity as high-quality affordable communities that consistently achieve average vacancy rates of less than three percent.
PDDC has built a reputation for creative and innovative designs, commitment to quality and for bringing projects in on time and on budget. As a result of our excellent track record, Agencies are willing to provide special incentives for our projects, such as land donations, predevelopment loans and substantial permanent financing.
PDDC is committed to structuring projects that exceed the expectations of redevelopment agencies, construction and permanent lenders, and tax credit investors. In addition to a well-qualified, experienced staff, we utilize some of the best tax credit consultants in the industry who assist PDDC staff perform feasibility and financial analysis, determine affordability thresholds, obtain necessary entitlements, and develop management plans that ensure long-term success.
THE DEVELOPMENT TEAM
The Palm Desert Development Company employs 13 professionals who specialize in various aspects of affordable multifamily project development, finance, construction, and asset management. The following is a short bio on key staff members:
President/CEO: Danavon L. Horn
Dan is a second generation affordable developer who founded Palm Desert Development Company in 1979. Dan leads the team utilizing over 31 years experience in single family and multi-family development, financing, construction, and asset management.
Chief Financial Officer: Todd A. Deutscher
Todd is responsible for all financial matters of the Company and its projects. He possesses 25 years experience in real estate development, operations and finance and is a certified public accountant in California.
Vice President of Finance: William Leach
Will joined the company in 2005 and brings ten years of experience in business development and financing, with a special emphasis on the tax credit program and finance structuring. Will negotiates and closes all loans, debt and equity agreements.
Vice President of Business Development: Ron Crisp
Ron has been with PDDC since 1998 and brings 15 years experience in the tax credit program. He is a licensed Real Estate Broker in California and works with local redevelopment agencies and municipalities to locate land and structure projects.
Project Manager: William Crowel
Bill comes to PDDC with ten years of affordable multifamily project management experience in acquisition, entitlement, deal structuring, and public/private financing sources.
Public Funding & Marketing Manager: Karen Merritt
Karen joined PDDC in 2007 and brings 15 years experience in project fund development. She oversees the preparation of Agency proposals and applications to the California Tax Credit Allocation Committee (CTCAC), Mental Health Services Act (MHSA), Multifamily Housing Program (MHP), California Debt Limit Allocation Committee (CDLAC) for tax-exempt bond financing, and State and municipal CDBG and HOME programs.
Asset Manager: Bobbie Barnett
Bobbie joined PDDC in 2007 and has over 17 years experience in property management. She is responsible for overseeing the on-site management company to ensure that all the properties in the PDDC portfolio are operating in accordance with stated objectives of creating and managing well maintained, livable, safe and drug-free communities
